PROBLEM TO BE SOLVED: To provide an image coding and decoding method that can prevent occurrence of any display-impossible picture in spite of decoding while considering a required memory amount in image decoding.SOLUTION: It is determined (step 10) whether a decoding target image as a non-reference image is required to be stored in a buffer until a display time. When it is determined (Yes in step 10) that the decoding target image as the non-reference image is required to be stored in the buffer until the display time, the decoding target image is stored in the memory without being output as an output image (step 13).
