The purpose of the invention is repellant of minnows which interfere the smooth fishing. The present invention is produced by the process of: mixing high palatability flour, starch, spices, gluten, and Arabic gum in the top surface of the high buoyance materials that a fish does not eat; coating the top surface of the high bouyance materials with the dry powder in the size and structure to be easily eaten by the minnows; and drying the top surface. The invention is easy to store, carry and use, and does not affect the target species. The minnows who take the buoyancy material, due to the increased buoyancy itself, cannot dive deep into the water until the swallowed substance is to be digested and excreted. Therefore, the invention is effective in complete isolation and repellant.
