Disclosed are a locating control method, an apparatus thereof, and a map establishing method and apparatus, so as to obtain location information of a user equipment (UE) through a different system and provide the location information to a long term evolution (LTE) system for use, thereby providing more manners of obtaining UE location information for execution of an LTEMDT function. The locating control method provided by this application comprises: obtaining locating capability information of a dual-mode UE; and selecting a UE according to the locating capability information of the dual-mode UE, and instructing the selected UE to perform locating through a wireless access system different from an LTE system.
