A radio base station for performing radio communications with mobile stations in the cell comprises: a resource management unit (221) that allocates a resource necessary for the radio communication with a mobile station; and a communication control unit (222) that performs, in response to a re-connection request from the mobile station, a re-connection control for establishing a radio communication with the mobile station by use of the resource allocated by the resource management unit (221). If a re-connection request is received from a mobile station the connection source of which is another radio base station while no resource is allocated by the resource management unit (221), the communication control unit (222) suspends the re-connection control, executes, along with the other radio base station, a handover for switching the connection destination of the mobile station from the other base station to the local base station, causes the resource management unit (221) to allocate a resource, and thereafter resumes the re-connection control. |
