The present invention relates to an apparatus and method for handling terminal mobility. A method for reporting the mobility state of a terminal includes the steps of: evaluating the number of cell selections on the basis of the number of cell selections and cell reselections in an idle state or the number of handovers in a connected state; detecting the mobility state of the terminal on the basis of the evaluated number of cell selections at the time the mobility state of the terminal is reported; forming a mobility index indicating the detected mobility state; and transmitting the mobility index to a base station. The terminal can detect the mobility state on the basis of the number of cell selections evaluated immediately before the reporting of the mobility state of the terminal, and consecutively detect the mobility state of the terminal in an RRC connection state as well as in an RRC idle state, such that the reliability of a wireless resource configuration can be improved in consideration of the mobility of the terminal, and accordingly the communication performance of the terminal can be improved.
