PROBLEM TO BE SOLVED: To achieve requirements for traffic safety securing and requirements for personal information protection with good balance.SOLUTION: In a terminal device 10 held by a predetermined holding main body, an acquisition part 16 acquires position information on the holding main body. A generation part 15 generates a packet signal including the position information acquired by the acquisition part 16. A communication part transmits the packet signal generated by the generation part 15. When the communication part receives disaster information from a base station device, the generation part 15 generates a packet signal including identification information on the holding main body besides the position information. |
