PROBLEM TO BE SOLVED: To provide an encoding/decoding device capable of efficiently processing image information.SOLUTION: The encoding and decoding device includes an encoding unit and a decoding unit. Binary data of an intra prediction mode includes a context dependence part and a context non-dependence part. The encoding unit includes: a context adaptive arithmetic encoding section that generates an encoded context dependence part; a bypass encoding section that generates an encoded context non-dependence part; and a disposition section that disposes the two or more encoded context non-dependence parts after the two or more encoded context dependence parts. The decoding unit includes: an acquisition section that acquires encoded data including plural context non-dependence parts after plural context dependence parts; a context adaptive arithmetic decoding section that generates a decoded context dependence part; a bypass decoding section that generates a decoded context non-dependence part; and a deriving section that derives an intra prediction mode including the decoded context dependence part and the decoded context non-dependence part. |
