The present invention relates to a high quality recycled aggregate producing apparatus using heated steam and a high quality recycled aggregate producing method using thereof. The high quality recycled aggregate producing apparatus comprises the following: a heated steam generator (10) generating heated steam; a reactor (20) rotating by spraying the heated steam generated from the heated steam generator (10) to construction waste inside the reactor; and a recycled aggregate collection hopper (30) collecting recycled aggregate without cement paste and mortar from the reactor (20). The high quality recycled aggregate producing apparatus can effectively produce high quality recycled aggregate. A superheating recycle ball crusher using the present invention weakens the attachment and the intensity of waste concrete, and cement paste and mortar attached to the recycled aggregate by spraying heated steam. The ball crusher also effectively removes the weakened mortar to obtain high quality recycled aggregate, and increases the productivity of the recycled aggregate. The ball crusher sprays high temperature heated steam to the surface of the aggregate, instantly increases the surface temperature of the aggregate (300-500°C), and decreases the bond strength by generating thermal stress between the surface of the aggregate and the inside and by weakening hydrates inside cements for easily crushing the aggregate. The ball crusher is for recycling waste concrete generated as construction waste into a construction material (aggregate material), and prevents the environment destruction by the primary and secondary production development, and the secondary environment burden of the waste concrete.
