<p>The present invention relates to an apparatus and a method for transmitting a mobility index of a mobile terminal. The method for transmitting a mobility index of a mobile terminal according to the present invention comprises the following steps of: checking the mobility of a mobile terminal based on the number of cell changes; transmitting a mobility index which signifies the mobility of the mobile terminal; receiving an RRC connection configuration message including parameters of a radio resource control (RRC) layer, which are reconfigured by a base station, from the base station; configuring the mobile terminal using the parameters of the RRC layer. According to the present invention, the process of transmitting a mobility index from a mobile terminal to a base station becomes clear and all mobile terminals always transmit mobile indexes, thereby preventing the base station from receiving mobility indexes unnecessarily.
