PROBLEM TO BE SOLVED: To provide a surface-coated cutting tool which forms a hard coating layer composed of a diplophase mixing layer exhibiting excellent chipping resistance and abrasion resistance in cutting work of high hardness steel such as hardened steel. SOLUTION: This surface-coated cutting tool forms the hard coating layer composed of the diplophase mixing layer of a cBN phase and a TiN phase on a surface of a tool base body. A volume rate of the cBN phase in the hard coating layer is 40-80%, and a cBN particle constituting the cBN phase is covered with a TiN particle of an average particle size of 5-50 nm constituting the TiN phase.
