The present invention relates to an arc blocking device and, more in detail, to a smart arc blocking device combined with a general-purpose earth leakage breaker having a function capable of blocking arc current, leakage or overcurrent by being combined with an existing general-purpose earth leakage breaker; determining whether the operation of the breaker is caused by the arc, the leakage, the overcurrent or a surge; displaying the breaking causes with a display lamp according to the state and recording and monitoring the breaking; and recovering the earth leakage breaker when the state is normal after checking the breaking causes. The present invention can check a power usage state in real time by normally monitoring the voltage, the current and the power in each of power systems in use branched off from one panel board; can collect the data usable in an energy saving countermeasure in the summer or the winter when a blackout can occur if the electricity consumption exceeds the power supply amount; and can save the energy because the standby power is not necessary and prevents the blackout by monitoring the power in link with a smart grid and remotely controlling an on/off function in the earth leakage breaker.
