The present invention relates to a novel strain of Lactobacillus fermentum sp., a cosmetic composition using the same, and a method for manufacturing the cosmetic composition and, more specifically, a strain of Lactobacillus fermentum sp. having 16S ribosomal RNA containing base sequences of a first sequence in the sequence list and inhibiting collagenase activity, a cosmetic composition containing the culture medium, as an active ingredient, obtained by culturing the same, and a method for manufacturing the cosmetic composition. Through the present invention, the cosmetic composition, which promotes epidermal ceramide synthesis, skin collagen synthesis, and skin renewal and inhibits collagenase activity, and improves skin wrinkle, skin tone, and moisturizing, but has few side effects, and the method for manufacturing the same are provided.
