The present invention relates to an earthquake-proof device having a double stage structure and, more specifically, to an earthquake-proof device for building structures to be mounted on the building structures for absorbing the displacement of the building structure caused by earthquakes. The earthquake-proof device having a double stage structure according to the present invention effectively absorbs vertical and horizontal vibrations caused by earthquake waves and prevents strongly destructive S wave impacts to building structures through a floating method using fluids without increasing the number of columns, slabs, and re-bars; enlarging the cross-sectional area of the building structures; using high-strength materials; and reinforcing the structure of a reinforcing frame by cutting off S wave vibrations using a horizontal moving member and a double stage structure which includes upper and lower stages.
