At this time, the panels 3u, 3u adjacent to each other in the peripheral direction of the tunnel 1 are combined in the state of engaging with each other at their abutting portions. Subsequently, the legs of the right and left upper- and lower-half panels 3u arranged along the peripheral direction of the tunnel 1 is jacked up by jacks 22 until the back faces of the panels 3u are pushed against the inner wall face of the tunnel 1. Then, on the ceiling of the tunnel 1, the right and left upper-half panels 3u, 3u are joined to each other with bolts 5. Then, the jacks 22 are replaced with bolts 4 to support the panels 3u.
