PROBLEM TO BE SOLVED: To provide a simulator, a simulation method and a simulation program for a water power generation plant, capable of transiting a water power generation plant model into an equilibrium state in a short time.SOLUTION: A simulator for a water power generation plant includes: a simulation unit for simulating the operation of the water power generation plant with a water power generation plant model having a pipe conduit system model for simulating pressure fluctuation in a pipe conduit and a water turbine model for simulating a water turbine characteristic; and an attenuation characteristic change unit for changing the attenuation characteristic of the pressure fluctuation from a simulation attenuation characteristic for simulating the operation of the water power generation plant to be simulated to a virtual attenuation characteristic during simulation operation by the simulation unit.
