PROBLEM TO BE SOLVED: To provide a heat insulation panel capable of being installed at a desired place while properly absorbing dimensional dispersion of a vacuum heat insulating material.SOLUTION: A rectangular heat insulation panel (4b) including a vacuum heat insulating material 41 formed by covering a plate-shaped core 411 with a film 412 and decompressing the inside, and having a fin part composed of only a film 412 at its outer edge portion, includes a sheet material 42 having folds 42a which can be formed into a predetermined shape, and being folded along the folds 42a in a state of receiving the vacuum heat insulating material 41 to which the fin part is interfolded, to determine an outer diameter dimension of the panel itself.
