PROBLEM TO BE SOLVED: To allow authentication to be appropriately required of individual users requesting access to target data to be protected, in consideration of both status levels of the users and a protection level required for the target data.SOLUTION: A security level calculation unit 104 integrates a status level corresponding to a user type acquired by a type acquisition unit 103 out of status levels stored in a status level storage unit 101 and a protection level corresponding to a data type acquired by the type acquisition unit 103 out of protection levels of respective pieces of data stored in a protection level storage unit 102, to calculate a security level corresponding to the combination of the input user type and data type, and an authentication unit 106 requires authentication of a user in accordance with the calculated security level.
