PROBLEM TO BE SOLVED: To acquire a result of a desired width of a line in performing control to adjust the width of the line in a case where the line is disposed within a white background zone in which a black line is arranged in the white background or the line is disposed within a black background zone in which a white line is arranged in the black background.SOLUTION: A positive and negative determination part 28 determines whether or not an edge pixel in an image is disposed in a white background zone in which a black line is arranged in a white background, on the basis of the distribution of pixels within a zone containing the edge pixel. In a case where a pixel change part 30 executes control to reduce a width of a line disposed in the image and where the positive and negative determination part 28 determines that the edge pixel that is a black pixel is disposed in a white background zone, the pixel change part changes the edge pixel to a white pixel.
