PROBLEM TO BE SOLVED: To provide a fluorine-based surface treatment agent, provided at low cost by using an inexpensive nonflammable solvent having a very low global warming parameter (GWP), capable of giving water repellency, oil repellency and IPA repellency to various substrate surfaces, and having a low load to the environment.SOLUTION: A surface treatment agent contains (1) CFCHOCFCHF, (2) an alcohol having 1 to 3 carbon atoms, and (3) a phosphoric ester compound containing a fluorine-containing polymer or a polyfluoroalkyl group-containing as the essential components and is nonflammable. |
