PROBLEM TO BE SOLVED: To perform priority communication per radio area unit of a base station.SOLUTION: A communication control system comprises a base station 12 connected with a communication terminal 13 in a wirelessly communicable way and a call control device 14 for performing control of calls of the communication terminal 13. The base station 12 includes: a priority control unit 121 which switches the setting of the self station to a priority control mode in which priority communication is possible; and a request transmission unit 122 which adds a priority flag to a request transmitted by a communication terminal situated in a radio area of the self station and transmits it to a call control device if the setting has been switched to the priority control mode by the priority control unit 121. The call control device 14 preferentially processes the request to which the priority flag is added depending on the contents of the priority flag, the request being a position registration request or a call request.
