PROBLEM TO BE SOLVED: To provide: a hydrogen production apparatus that can heat a CO reduction part to an appropriate temperature on start-up and can maintain the CO reduction part to an appropriate temperature at a stable operation; and a fuel cell system including the hydrogen production apparatus.SOLUTION: A hydrogen production apparatus 1 includes: a reforming part 6 in which a raw fuel is subjected to steam reforming using a burner 10 to thereby generate a reformed gas including hydrogen; a shift reaction part 7 and a selective oxidation reaction part 8 in which a concentration of carbon monoxide which the reformed gas generated by the reforming part 6 includes is lowered; an exhaust gas flow passage P3 that is arranged at an outside of the reforming part 6, the shift reaction part 7 and the selective oxidation reaction part 8, and that circulates the exhaust gas of the burner 10; and a steam generation part 9 that is arranged at an outside of the exhaust gas flow passage P3 and that evaporates water by a heat of the exhaust gas to generate steam.
