PROBLEM TO BE SOLVED: To provide a method for establishing PDN connection by selecting a local gateway (LGW) capable of SIPTO@LN(Selected IP Traffic Offload at Local Network) at the time of GW selection processing of a mobility management entity (MME).SOLUTION: A home base station device obtains identification information on an access control device and information on whether the access control device can offload via a local network or not. A position management device receives information including the identification on the access control device and the information on whether the access control device can offload via the local network or not from a home base station, and requests establishment of PDN connection. The position management device selects an access control device capable of offload on the basis of a request of a mobile station device, the identification information on the access control device, the offload availability or non-availability information on the access control device, and the information on the home base station device, and establishes PDN connection between the access control device and the mobile station device.
