PROBLEM TO BE SOLVED: To plan a pallet transfer procedure for reducing and averaging time required for loading and unloading an article.SOLUTION: A procedure planning device comprises: a standby layout data storage section M2 which stores a standby layout where an empty rack without a pallet is designated among a plurality of racks in a puzzle type storage; generation request means 12 which requests to generate a pallet transfer procedure either for transferring a selected calling pallet to a loading port or an unloading port when a request is input for loading or unloading an article together with a selection of a pallet as the calling pallet to be arranged in one of the racks or for changing a layout to the standby layout when a new request is not input after the elapse of a predetermined period of time since last transfer of the pallet in response to the request for loading or unloading; procedure generation means 13 which generates the transfer procedure requested by the generation request means; and transmission means 14 which transmits the transfer procedure generated by the procedure generation means to a control device 20 controlling the transfer of the pallet.
