MOVING IMAGE ENCODER, MOVING IMAGE DECODER, MOVING IMAGE ENCODING METHOD AND MOVING IMAGE DECODING METHOD

PROBLEM TO BE SOLVED: To provide a moving image encoder and a moving image decoder capable of performing continuous decoding processing and display processing even without changing a parameter in a header of original encoded moving image data when connecting two pieces of moving image data subjected to interframe prediction coding.SOLUTION: A moving image encoder 1, about a first picture having the possibility of being connected after the other encoded moving image data among respective pictures included in moving mage data, adds decode delay correction information and display delay correction information for enabling a moving image decoder 2 to continuously decode and display pictures after the first picture in encoded moving image data even when one or more pictures whose encoding sequences are subsequent to that of the first picture are eliminated to encoded moving image data. The moving image decoder 2 uses the decode delay correction information and the display delay correction information to correct decode delay and display delay of the pictures after the first picture.
