PROBLEM TO BE SOLVED: To provide a mobile communication system, serving gateway, and mobile communication method that can more quickly and reliably establish a connection for specific calls such as emergency calls and priority calls.SOLUTION: An S-GW 50 obtains from an MME 40 a Create Session Request, which is an establishment request for a communication bearer used for a connection of a specific call, and transmits to a P-GW 60 a Proxy Binding Update on the basis of specific call quality of service information included in the obtained establishment request and according to a CC Answer that is received from a PCRF 70 in relation to the establishment request. The Proxy Binding Update includes an Emergency Indicator, which is specific call information for identifying the relevant call as a specific call. The P-GW 60 processes the Proxy Binding Update in priority to that of general calls on the basis of the specific call information included in the Proxy Binding Update. |
