The present invention relates to a zinc oxide-based transparent conductive film for a photovoltaic battery and a photovoltaic battery having the same and, more specifically, to a zinc oxide-based transparent conductive film having superior electrical characteristics and transmittance, and a photovoltaic battery having the same. For the purpose, the present invention provides a zinc oxide-based transparent conductive film for a photovoltaic battery which is formed on a substrate, and has 0.4 to 0.8 and 1.3 to 1.7 mol% of Ga and Al, respectively, doped on the ZnO, and a photovoltaic battery having the same.
