A forward osmosis type complex system producing fresh water by an embodiment of the present invention comprises: a fuel cell device including a cathode transforming carbon dioxide supplied from a plant into carbonate ions (CO3^2-), and an anode generating electric energy making carbonate ions (CO3^2-) react with hydrogen, and discharging carbon dioxide; and a carbon dioxide collecting unit producing a high concentrate inducing solution by making carbon dioxide supplied from the fuel cell device and water supplied from the outside react with ammonia separated from an inducing solution separator, and supplying the high concentrate inducing solution to a forward osmosis separating device.
