One embodiment of the present invention relates to a security and emergency reporting device based on a smart phone and a security and emergency reporting system based on a smart phone comprising the same. The objective of the present invention is to enable a user to make an emergency request under a situation where the user cannot operate a phone, by automatically sending a message or making an urgent call, which includes the current position, to a designated telephone number in case of a security and emergency situation in the surrounding area of the user by using various sensors and a smart phone comprising the same. In order to achieve this objective, the security and emergency reporting system based on a smart phone includes: a sensor part which includes at least one sensor which senses the security and emergency situation in a corresponding area by being arranged in a fixed section respectively; and a mobile communication terminal which receives the sensing signal from the sensor part, and judges whether the sensing signal is a sensing signal of a predetermined pattern, and transmits an emergency notification signal according to the judgment result. The mobile communication terminal includes: a memory which stores a pattern of at least one sensing signal in advance; a control part for outputting a notification control signal when the sensing signal from the sensor part is different from the pattern of the sensing signal stored in the memory; and a notification service part which outputs an emergency notification signal to a designated contact when the notification control signal is inputted from the control part.
