The device has an actuating wheel (68) that is driven by a watch movement and carries actuating units e.g. pins (70, 72), for actuating detection units e.g. wire springs (46a, 46b), connected to an electronic control circuit. The circuit deduces from an order in which the detection units are actuated by the actuating units for the wheel driven by a watch movement, and a direction in which the wheel is driven by the movement and a moment when a time related parameter is respectively incremented or decremented.
