To remove the interference between a macro-cell and a femto-cell, the present invention allocates communication resources to a femto-cell user terminal, receives an uplink signal between a macro-cell user terminal and a macro-cell base station, detects a high interference index from an uplink signal, determines the macro-cell user terminal transmitting the high interference index as an interference target user terminal, extracts channel status information from the uplink signal received from the interference target user terminal, and changes/allocates communication resources allocated to the femto-cell user terminal based on the extracted channel status information.
