In order to appropriately control the power state of a power system according to a communication state, this power system control system is provided with: multiple sensor devices (3) which output measurement data; a first control device (1) which uses the measurement data obtained from the multiple sensor devices to estimate a first power state of the power system, calculates a first control amount on the basis of the estimated first power state, and outputs the calculated first control amount; and at least one second control device (2) which implements prescribed control operations on the basis of either the first control amount calculated by the first control device (1) or a second control amount calculated in the local device. If a portion of the measurement data cannot be obtained, the first control device (1) estimates the first power state using the prescribed measurement data that has been successfully obtained.
