Abstract METHOD, APPARATUS AND SYSTEM FOR ENCODING AND DECODING THE REFERENCE PICTURE INDEX OF A PREDICTION UNIT 5 A method of decoding a reference picture index from a stream of video data is disclosed. The reference picture index is configured for selecting a previously decoded frame of video data received at a decoder according to a long term picture list. A reference picture list length is determined based on a received maximum length of the reference picture list. The method also determines, according to the reference picture list length, a 10 bin coding type threshold for use on the reference picture index. The bin coding type threshold is a number of bins in a bin string of the reference picture list that use arithmetic coding with any remaining bins of the bit string using bypass coding. The reference picture index is decoded using the bin coding type threshold to select one of arithmetic and bypass encoding to decode the bin string of the reference picture index.
