PROBLEM TO BE SOLVED: To realize a radio communication system provided with a base station whose control functions are limited.SOLUTION: A radio communication system CS comprises user equipment UE, a first base station eNB, a second base station PhNB, and a gateway device GW. The first base station eNB is able to execute the radio resource control of the user equipment UE, while the second base station PhNB does not execute the radio resource control of the user equipment UE. The first base station eNB determines whether a user plane path should be established at the first base station eNB and the second base station PhNB. When determined that the user plane path be established, the first base station eNB establishes the user plane path at the first base station eNB and the second base station PhNB. Furthermore, the first base station eNB controls the user equipment UE so that a user plane path is established at the user equipment UE and the second base station PhNB. |
