According to the present invention, in a locking member, a fixing boss inserted into a fitting hole provided in one end of a winding drum is erected on the inside with respect to the rotational axis direction of a cylindrical section provided with locking teeth. A ring member constituting a fastening mechanism is fitted over the fixing boss, is fitted into the fitting hole provided to one end side of the winding drum so as to be incapable of rotating relative to the fitting hole, and is rotated relative to the fixing boss, whereby the ring member is provided so as to be capable of moving along the rotational axis of the winding drum. A movement limit on the outside with respect to the rotational axis direction of the winding drum within the movement range of the ring member relative to the fixing boss is provided on the inside with respect to the rotational axis direction of the cylindrical section. |
