An embodiment of the present invention provides a monitoring device including a receiving unit receiving a sensing signal in which the entry of a vehicle is sensed from a vehicle sensing device; a control unit confirming whether the vehicle sensing device is normally operated or not based on the sensing signal, generating a first signal in the normal operation of the vehicle sensing device, and generating and outputting a second signal which is different from the first signal in an abnormal operation of the vehicle sensing device; and an emitting unit emitting a first light when the first signal is inputted and emitting a second light which is different from the first light when the second signal is inputted.
