The present invention relates to an apparatus and a method for improving the performance of a field-programmable gate array (FPGA) for increasing throughput; for improving random characteristics in the generation of a random bit sequence using a field-programmable gate array (FPGA); capable of applying a method for minimizing a condition outputting a metastable value by comparing with a filtering method for removing the output in the existed realization in the realization of TRNG using PDB and PI control; and capable of using the memory type which is similar with cache for effectively storing output records by distributing time slot in the metastable output condition based on the previous output record.
