The present invention provides: a pharmaceutical composition having excellent physical properties by the excellent content uniformity of fimasartan and hydrochlorothiazide which are main ingredients of a complex medicine; and a production method thereof. The pharmaceutical composition contains: fimasartan, pharmaceutically acceptable salt thereof, a hydrate thereof, or a solvated product thereof; hydrochlorothiazide, pharmaceutically acceptable salt thereof, a hydrate thereof, or a solvated product thereof; and a binder which shows the viscosity of 20-1,000 mPa·s at 25°C.
