PROBLEM TO BE SOLVED: To provide a heating device capable of suppressing an application of large amounts of heat on a passenger through a contact place as much as possible even when the passenger comes into contact with the heating device.SOLUTION: A heating device includes: an insulating base material 10 which is configured to include a thermoplastic resin, has a front surface 10a and a back surface 10b, and has a plurality of via holes 11 formed therein and penetrating in the thickness direction; and heat generating resistors 40 which are arranged in each of the via holes 11 and generate heat when energized. The heat generating resistors 40 are arranged such that portions thereof are connected in parallel. |
