<p>The purpose of the invention is to provide a boiler combustion device intended for a high-efficiency power plant, wherein the heat load on the upper wall surfaces of a furnace can be effectively reduced even during startup, and heat transfer tube panels in the furnace upper wall surfaces can be constructed from the same material as existing boilers.
