This organic EL device comprises at least one organic EL element that is supported by a light-transmitting substrate. The organic EL device comprises an insulating and light-transmitting non-light-emitting part that is arranged around the organic EL element on the light-transmitting substrate. The organic EL element comprises an organic layer which is formed between a light-transmitting electrode and a reflective electrode and which includes a light-emitting layer. The non-light-emitting part has a light-transmitting portion through which light passes.
