A method and a device for encoding/decoding an image are disclosed. The method for encoding an image comprises the steps of: determining an intra prediction mode by deriving an MPM list for a block to be predicted in an enhancement layer; deriving a reference sample for prediction on the block to be predicted; and deriving a predicted sample of the block to be predicted by performing intra prediction on the block to be predicted on the basis of the intra prediction mode and the reference sample.
