PROBLEM TO BE SOLVED: To provide a poly-3-hydroxybutyrate-based complex with low repellency and minimized environmental load. SOLUTION: The poly-3-hydroxybutyrate-based complex is obtained by blending, mixing and heating a poly-3-hydroxybutyrate-based polymer and an isocyanate compound, preferably, one or more isocyanate compounds selected among a group consisting of m-phenylene diisocyanate, p-phenylene diisocyanate, diphenylmethane-4,4'-diisocyanate, 2,4-tolylene diisocyanate, 2,6-tolylene diisocyanate, and hexamethylene diisocyanate.
