The present invention comprises: a gas capture step for capturing discharge gas composed of carbon dioxide and volatile organic compounds which is generated from biological soil remediation; a gas-liquid separation step for separating moisture and gas included in the discharge gas captured in the gas capture step; a harmful gas treatment step for removing the volatile organic compounds by passing, through an activated carbon filtration device, the discharge gas having moisture removed in the gas-liquid separation step; a carbon dioxide absorption and alkali agent production step for converting the carbon dioxide into alkali carbonate and alkali bicarbonate to be removed and producing an alkali agent by absorbing, into a basic solution, the discharge gas having the volatile organic compounds removed in the harmful gas treatment step; and a soil input step for injecting, into a contaminated site, the alkali agent generated in the carbon dioxide absorption and alkali agent production step, i.e., alkali carbonate and alkali bicarbonate, nutrients and oil-degrading microorganisms.
