<p><P>PROBLEM TO BE SOLVED: To provide an electromagnetic wave control element capable of efficiently controlling propagation characteristics of an electromagnetic wave by utilizing structure formed by microfabricating a metal material. <P>SOLUTION: The electromagnetic wave control element 1 includes: a substrate 10; a dielectric body 13 formed on the substrate 10; a first metal layer 11 and a second metal layer 12 embedded in the dielectric body 13. The first and second metal layers 11, 12 are provided in parallel with a virtual plane 25 at positions at equal distance from the virtual plane 25 while holding the virtual plane 25 in parallel with an xy plane. The electromagnetic wave 19 is made incident in the y axis direction along the virtual plane 25. An interval between the first and second metal layers 11, 12 is smaller than wavelength of the electromagnetic wave. Then, in the first and second metal layers 11, 12, a plurality of slits 14, 15 which extend in the x axis direction and have periods smaller than the wavelength of the electromagnetic wave 19 are formed, respectively.
