A technical feature of the present document relates to a method and an apparatus for processing data associated with session management, bearer resources, and mobility management. The method comprises a step of transmitting a packet data network connectivity request message for setting a packet data network connectivity to a mobility management entity (MME); a step of receiving a session management back-off time from the MME when a request for assigning bearer resources or for converting the bearer resources for the set packet data network connectivity is rejected; a step of enabling a session back-off timer to be related to the set packet data network connectivity and of executing a session management back-off timer according to the session management back-off time value; and a step of stopping the session management back-off timer during the operation of the session management back-off timer and of receiving a bearer context inactivation request message including a case code indicating a request for reactivation from the MME.
