The present invention relates to a mixing and discharging apparatus comprising a mixing tank having a receiving space formed therein to introduce mixture from an opened part of the upper part; a mixing unit installed in the mixing tank to be able to rotate so as to mix the introduced mixture; and a discharging unit installed in the lower part of the mixing tank to discharge the mixed mixture outside the mixing tank uniformly, wherein the mixing unit further includes a rotational axis installed in the central part of the mixing tank to be able to rotate and having both ends thereof protruding upward and downward of the mixing tank; a rotating motor installed and connected to the rotational axis to rotate the rotational axis; and a plurality of mixing blade members, part of which are installed to be able to rotate, installed in the whole region of the outer circumference of the rotational axis to be spaced apart. The present invention improves the quality of produced coal briquettes by mixing mixture via a mixing unit again and supplying the mixture to a molding roller uniformly via a discharging unit as the mixing and discharging apparatus according to the present invention is installed instead of a feeder screw for supplying mixture to the molding roller in a line for manufacturing coal briquettes.
