A method and and a device for predicting a motion vector for video encoding or decoding are disclosed. The method determines a plurality of candidate blocks for predicting a motion vector of a current block among neighbor blocks of the current block, determines a candidate motion vector of a first candidate block based on whether a reference block of the first candidate block and a reference block of the current block are long-term reference pictures, includes the candidate motion vector of the first candidate block, and determines the motion vector of the current block by using a candidate motion vector list including candidate motion vectors of remaining candidate blocks.
