Disclosed is a mobile communication system and method utilizing a distributed small base station in a high speed mobile environment. According to one embodiment of the present invention, a mobile communication system includes: at least one mobile communication terminal (MS); a plurality of dispersed small base stations (DBS) dispersed, preset, providing a mobile communication service for a mobile communication terminal in a fixed area, and forming a virtual cell network (VCN); and at least one macro base station (MBS) determining the position and velocity of at least one mobile communication terminal, controlling some DBSs among the plurality of DBSs to form a mobile virtual cell network (MVCN) corresponding to the velocity of the mobile terminal, and updating the MVCN by including or excluding a DBS forming the MVCN to make it movable according with the move of the mobile communication terminal.
