The present invention relates to viral hemorrhagic septicemia (KCTC 11932BP) separated from flatfishes infected by Viral hemorrhagic septicemia (VHS) and an inactivated vaccine of viral hemorrhagic septicemia including the same as an antigen. The vaccine according to the present invention effectively prevents VHS and thus significantly reduces fish mortality caused by the VHS. As a result, the vaccine has an excellent effect of improved productivity of fish and reducing costs caused by the use of antibiotics.
