The present invention relates to operating apparatus of system for editing high-precision air photograph images by maintaining vertical position against surface. Specifically, the present invention relates to operating apparatus of system for editing high-precision air photograph images by maintaining vertical position against surface which provides an optimal photographing environment for air photographs by attaching a first and a second leveling control operating unit and a direction angle control operating unit such as a servo motor to an air photographing unit in order to take vertical and horizontal pictures while completely excluding the possibility of interference by tidal current; and by controlling the operating units through a control program and a controller.
